Conceptually, the urban and suburban arterial level of service is relatively straightforward. Running time for a specified group of route sections is added to average delay time at signalized intersections, and the level of service is established by the resulting average travel speed. The TRAFFIX™ implementation eliminates some of the constraints that exist in HCM, Chapter 11, including the requirement that only through movements be involved. Also, the method as implemented in TRAFFIX can include delays at all-ways stop intersections as well as at signalized intersections.
